A top-lock brake is operated from a lever or pedal positioned at the top of the caster near the mounting plate, rather than down near the wheel — designed for easier access without bending down or reaching under equipment.
The mechanism itself still locks the wheel (and sometimes swivel), but the operating point is positioned for convenience, which matters on tall equipment or carts where reaching a low-mounted brake is awkward.
